Green Stormwater Management: Space Efficient Controls for Constrained Sites

Course Description:

Stormwater management requirements throughout the United States are being updated to require the reduction of stormwater runoff volumes and protection of downstream water quality through the use of structural control measures that infiltrate, harvest, evapotranspire and filter stormwater runoff. On new development projects these elements are most often integrated into the landscape design to minimize cost and to reduce the amount of dedicated land required for stormwater management. However, innovation is needed on retrofits and other projects with established drainage patterns or space constraints. This seminar will review the selection, design operation and maintenance of space efficient stormwater control measures including bioretention, subsurface infiltration, rainwater harvesting and media filtration. Material will be presented following a typical Low Impact Development based design hierarchy and LEED credits associated with each of these approaches will be discussed.


Vaikko Allen is the Director of Regional Regulatory Management for CONTECH where he and his team assists regulators, engineers and environmental organizations in the development of regulations that are clear, implementable, and protective of our public waters. Throughout his 17 years of stormwater management experience, he has managed BMP testing programs and development initiatives and been involved in numerous work groups providing technical guidance on TMDL implementation, hydromodification, low impact development strategies and industrial stormwater compliance.

Formerly, Allen served as Technical Manager of Vortechnics, Inc. a rapidly growing stormwater BMP provider that was acquired by CONTECH in 2004. His focus there was on developing unique products and design approaches to satisfy stormwater regulations throughout North America.

Allen holds a bachelor's degree in Environmental Science and Policy from the University of Southern Maine with a concentration in Water Resources. He also holds patents for several stormwater BMPs.


Greg Kowalsky is the Low Impact Development product manager for CONTECH and an active member of the American Rainwater Catchment Systems Association (ARCSA). He has six years of experience in stormwater design and 15 years of engineering experience. During this time he helped grow the installed-base of stormwater filtration systems to more than 100,000 units on thousands of installations.
