Another Ordinance

Dear LASN: A zoning ordinance amendment was recently passed in a community in which we do considerable work banning the use of "loose stones" in any form in landscape work. Some problems have been experienced there with "pebble lawns" - stones getting on the sidewalks and gutters, washing into the storm drain system, etc. - so this amendment was their answer. It is a classic case of "throwing the baby out with the bath water" and has taken away a valuable landscape material.

I am in the process of putting together an appeal to the local government to change this amendment and ask that you provide me with any "ammunition" I can use, such as confirmation by recognized experts on the viability of the use of pebbles, stones, rocks, boulders, etc. in landscape design and construction.
