Parsons HBA by: Noel T. Fehr, ASLA Parsons Harland Bartholomew & Associates (Parsons HBA) has played an important role in the development of communities and public open space in St. Louis, throughout the United States and the world. Established in St. Louis in 1919 by Harland Bartholomew, considered the pioneer of the comprehensive approach to planning and design, the firm has a distinguished record of developing innovative approaches and creative design solutions to complex and challenging project issues. In 1985, HBA became part of the Parsons Corporation and is now charged with the urban design, landscape architecture and planning for one of the world's largest and most diversified planning, design and construction firms. The fifty-person St. Louis office remains the headquarters of Parsons HBA. In additional to LA/urban designers, this office includes professionals trained in urban/regional planning, engineering and the environmental sciences, such as wetland biologists, foresters and geologists. Other specialists are highly trained in computer technologies, graphics and Geographic Information Systems (GIS). Services are provided to government, institutional and private sector clients. Projects in the office range from community planning and urban design to site master plans and final design/construction documents. To provide responsive regional coverage across the country, the firm also has offices in Richmond (VA), Jacksonville (FL), Austin (TX), Sacramento, Oakland and Pasadena (CA), as well as several overseas offices. Design Approach We believe in a process oriented design approach, where the process is a framework in which creativity is encouraged to meet the needs of each project. Parsons HBA is unique, in that our organizational structure within Parsons allows us to offer easy access to an extensive array of professionals, specialists and cutting edge technologies to assist on projects as needed. Likewise, other groups in Parsons draw upon our area of expertise. This "Total Solutions" approach provides our clients with a seamless transition from concept development through final design and construction. However, as a separate entity within the corporation, Parsons HBA does maintain a strong focus on our core practice of urban design, landscape architecture and planning, which is reflected in our goals, priorities, staffing and projects pursued. Key St. Louis Landscape Architecture Staff Key registered Landscape Architects and urban design professionals in the Parsons HBA St. Louis office are experienced in leading multidisciplinary teams to address the relationship between people and their environment. As Manager of Landscape Architecture & Urban Design, Noel T. Fehr, ASLA, has guided the growth of this group while directing the completion of planning and design assignments for municipal, institutional and federal clients. Current projects include the Olive Boulevard City Gateway in Creve Coeur (MO) and the River Des Peres Restoration and Beautification Plan in St. Louis. Dan Bockert, ASLA, Principal LA is recognized for his project management skills on major multidisciplinary projects and his design mentoring role. Accomplishments include project management for Missouri's Veteran's Memorial, and the Campus Master Plan for Lincoln University. Andrew Franke, ASLA, is a Senior LA with local and international experience including the Tanhai New Town Urban Design Plan (R.O.C.), Dubai International Airport Landscape Master Plan (UAE) and the Campus Landscape Plan and Site Design at the Illinois ANG. Recently his focus has been an urban design assignment for a major campus redevelopment at Saint Louis University and several park development projects. After the '93 flood ravaged part of its facility, the National Imagery Mapping Agency and Corps of Engineers commissioned Parsons HBA to develop the master plan for this $35 million state-of-the-art replacement facility. The Downtown RiversEdge Urban Design Plan (covering 22 blocks and over 1-mile of riverfront) is a significant component of the Vision 2020 strategic planning process being completed for the city of Hamilton, Ohio. The first Parsons HBA assignment at Jefferson Barracks National Cemetery (below) was an overall master plan, winning an ASLA national award, over 20 years ago.
