September Existing Home Sales Dip, Prices Still Rising

The sales rate of existing homes fell nearly two percent from August to September, according to the National Association of Realtors' latest report, as rising prices continue to impede affordability in many major markets. Home prices increased 11.7 percent year-over-year in September due to limited inventory and a drop in distressed home sales.

Ordinances: East of Austin

The small historic community of Elgin, Texas, (pop. 8,135) is of course influenced by the growth and development of its nearby western neighbor: Austin. Austin has one of the best sets of green laws in the country, and has had them for a great number of years. Consequently, if Austin uses landscape codes to better plan and build their community, other smaller towns nearby will likely do the same, i.e., attract only the best development practices on the part of developers and builders.

New Research Examines Permeable Pavers in Roadside Shoulders

A report sponsored by the American Association of State Highway and Transportation Officials (AASHTO) provides information and guidance on the use of porous, pervious and permeable pavers in roadway shoulders. The study supports recent federal infrastructure legislation (MAP-21) that encourages adoption of infiltration surfacing systems that minimize the environmental impacts of stormwater runoff.

Sonoma Leaf-Blower Ban Runs Out of Gas

Landscape workers in Sonoma, Calif., got a last-minute break when the city council voted 3-2 against a ban on the use of gas-powered leaf blowers within city limits. Mayor Ken Brown cast the deciding vote against the ordinance after hearing from stakeholders that would have been impacted by the ban.

L.A. Says Yes to Veggie/Fruit Gardens for Residential ''Parkways''
For L.A. residents that don't opt for veggies or fruit trees in their residential parkways, L.A. does have a "Residential Parkway Landscaping Guideline," created under Mayor Villaraigosa's administration, that touts drought tolerant, turf-substitute groundcover plants.

Modest Construction Spending Gains Set Four-Year High in August

Spending on construction increased to the highest level since April 2009 in August, according to an Oct. 22 Commerce Department report. Despite five consecutive months of increases, construction spending is still nearly 30 percent below the pre-recession peak reached in 2006.

MAP-21 Policy Resolutions Approved
